Türkiye'de İslami Turizmde Teşvik Yetersizliği

Öz

"İslami Turizm" son yıllarda dünya turizm sektörünün gündemine girmiş, Müslüman nüfusa sahip olmayan ülkelerin bile dikkatini çekmiş bir kavramdır. Bu yeni turizm sektörünün gelişmesine yönelik bazı çalışmalar ülkemizde de yapılmaktadır. Hatta dünyada faaliyet gösteren İslami turizm işletmelerinin yarısı Türkiye'de bulunmaktadır. Ülkemizde İslami turizmin, turizm sektörü içerisindeki payı yaklaşık %4 civarındadır. Ekonomik büyümeyi, istihdamın artmasını ve dış ticaret açığını azaltmayı hedefleyen Türkiye için bu oran oldukça yetersizdir. Çalışma, Türkiye'de İslami turizme ilişkin teşvik düzenlemelerini konu edinmektedir. Bu kapsamda belge tarama yöntemi ile üç kanun, bir bakanlar kurulu kararı ve bir adet stratejik plan incelenmiştir. Türkiye'de turizm sektörüne ilişkin çeşitli teşvik düzenlemeleri tespit edilmesine rağmen, maalesef "İslami Turizm" ile ilgili bir düzenleme ya da planlamaya rastlanamamıştır. Turizm sektörünün gelişebilmesi için, İslami Turizme ilişkin teşvik düzenlemelerinin yapılması gerektiği düşünülmektedir. Çalışmanın sonunda teşvik konusunda bazı önerilerde bulunulmuştur.

Abstract

Lack of Islamic Tourism Promotion Law in Turkey

"Islamic tourism" has entered to agenda of the world tourism sector in recent years. Moreover, this phenomenon has attracted the attentions of some countries that do not have Muslim population. Some effort has been made to develop this new tourism sector in our country. In fact, half of the Islamic tourism facilities in the world are located in Turkey. Islamic tourism in our country has a share of about 4% in the tourism sector. This rate is quite insufficient for Turkey, which aims to grow economically, increase employment and reduce foreign trade deficit. Within this scope, three laws, a cabinet decision and a strategic plan have been examined by document scanning method. Many legal incentive clauses in the tourism sector have been identified in Turkey. Unfortunately, no regulation or plan related to "Islamic Tourism" has been found. It is thought that the Islamic tourism should be promoted by legal regulations in order to improve the tourism sector. At the end of the study some suggestions habe made about incentives.
