Language is an important communication tool that enables individuals to express their feelings, thoughts, knowledge and experiences. Language requires a mutual interaction in the communication of the individual. In this respect, it is important for individuals to use a common language in a healthy communication. In language learning, determining the needs of individuals is important in terms of developing language education programs. In this research, it is aimed to develop the "Active Participation Learning Scale for Students Learning Turkish as a Foreign Language" and the "Turkish Language Need Scale" within the scope of teaching Turkish to foreigners. The research was carried out with 247 students whose mother tongue is Georgian and who received Turkish language education in Georgia in the spring semester of the 2021-2022 academic year. As a result of the research, the Active Participation Learning Scale for Students Learning Turkish as a Foreign Language was developed. This scale consists of 7 items and one sub-dimension. There is no reverse scored item in the scale. In addition, the Turkish Language Need Scale was developed. This scale consists of 28 items and 4 sub-dimensions. The scale is important in terms of contributing to the determination of the language needs of foreign students learning Turkish. The scales developed in the research have valid and reliable features according to the explained variance, reliability coefficients and confirmatory factor analysis results.
